Di Jepang abad pertengahan, seorang gubernur yang baik hati diasingkan, memisahkan keluarganya. Anak-anaknya, Zushio dan Anju, dijual sebagai budak dan menderita di bawah kekuasaan Sansho, algojo yang kejam. Namun, janji seorang ibu dan tekad anak-anaknya akan menguji batas kemanusiaan.
