Harry Brock, bos bisnis kasar yang ingin menyuap politisi di Washington, membawa kekasihnya, Billie Dawn—mantan penari dengan kepribadian ceplas-ceplos. Untuk memperbaiki citranya, Harry menyewa wartawan Paul Verrall untuk "memoles" Billie. Namun, Paul justru membukakan mata Billie tentang sejarah, politik, dan betapa korupnya Harry.
